Only quirk (and this might be because of Vista) is that to open it, you may have to right click on the icon on your computer and choose "Run as administrator". Use this tool to design your page or html code, click on the preview tab to see it using internet explorer, and click the html tab to grab your code to copy and paste where you want it.
